摘要
随着电力公司对“大营销”体系构建的不断深入,以及对用电采集系统的不断完善,使得远程费控系统的设计和应用拥有了良好的基础。近年来,我国对阶梯电价做出了一系列的调整。为了响应国家政策,及时收回电费,实现费用的智能化管理,需要在现有的费控系统基础上,对系统进行完善。设计一套合理、有效的电费收取方案,以实现电费回流,减少电力公司经济损失。
本文对电力营销远程费控系统进行研究,为促进电力营销系统的全面布局,以远程费控系统为入口,提出远程费控系统的整体框架,并建立了系统实现的理论模型。本文主要研究的内容和取得的研究成果如下:
1.本文首先介绍了费控系统的研究背景和意义,分析了远程费控系统在当前国内外的研究成果。
2.基于费控系统的业务流程,按照电费测算流程、基准比较、费控策略应用及费控异常管理业务的顺序进行设计。并在分析远程费控实际应用需求的基础上,对远程费控系统设计的原理进行论述,包括业务架构层面、应用架构角度、数据架构方向、技术架构指导和物理架构实现等方面。
3.远程费控系统,主要包括远程费控系统、数据采集系统以及短信平台系统。使其具有智能抄表、远程
短信提醒、预警、费控异常处理策略、查询等功能。
4.以郑州供电公司为例进行案例分析,从电力营销采集系统、远程费控系统、效益应用三个方面对系统功能试运行,从而证明该公司在引入远程费控系统后取得了一定的经济效益和社会效益。

Abstract
With the development of the"big marketing"system and the continuous improvement of the power collection system,the foundation on the design and application of the remote cost control system has been laid well.A series of adjustments for the price ladder has been made in our country recent years.In response to the national policy that recovery the electric charge in time,it is necessary to research on the remote control system of electric power marketing costs.A scheme which is reasonable and effective is designed in order to realize the electricity charge and reduce the economic losses caused by power outage.
The remote control of power marketing is taken as the object of study in this paper.In order to promote the overall layout of power marketing system,the remote toll control system is tried as the e
ntrance.The concept of remote toll control system is put forward,and a theoretical model is given.The main research contents and achievements of this paper are shown as follows:
First the research background and significance of cost control system are introduced firstly,the dynamic situation of remote toll control system at home and abroad are analyzed.

Second the business process of the cost control system is introduced according to the electricity measurement process,benchmark comparison,cost control strategy application and cost control abnormal management,and the optimal solution is given at last.Based on the analysis of remote cost control practical application requirements, the design principle of the remote cost control system is discussed,then business architecture level,application architecture angle,data architecture direction,technical framework guidance and physical architecture implementation are designed.
Third the function of the remote fee control system including the remote toll control system,the acquisition system and the SMS platform.The functions of intelligent meter reading,remote short message reminding,early warning,cost control exception handling and query are realized.
