The voltage variance due to the rush current caused by the switching of application of voltage, etc., switches the carrier frequency to an integer multiple of the power frequency with the BC application signal, for example, by the switching circuit 10 and carries out the modulation with this carrier. Thus, the voltage drop caused by a rush current is suppressed at a high speed.
