摘要：PURPOSE: To improve the compression efficiency by using a symbol code-word association of a generated code table and measuring a frequency of occurrence of

The re-association circuit 13 receives the same symbol as the symbol received by the delay section 10 and re-associates the relation between the symbol code-word on a code table. The re-association circuit 13 uses the symbol received for a time interval having been already set to re-associate the symbols on the code table. This means it that the set time interval being a requirement for the re-association of the code table is equivalent to one video image frame or one slice. The re- association section 13 reads code table information from a 1st storage section 14 and stores it to a memory.
