Abstrac t:After the abolition of the agricultural tax,the state began to transfer a large
number of payments to rural areas.In order to ensure the safety and effectiveness of the
governance
implementation of sate t r ansfer payments,the state!s power has entered the grassroots
ina l direc3ionsbysupervisiondown3o3hecoun3ryside.Grassroo3sgovernancehas3he
characteristics of the specific i t y of governance objects,the t r ivial i t y and irregularity of
governancea f airs,3hecon3ingencyofgovernanceeven3s,3helimia3ionofgovernance
resources,and3he par3iculari3y of grassroo3s governance i3self.These charac3eris3ics
are contrary t o the t o p-down supervision,which requires norms,procedures and
s andardiza ion.Supervisiondown o hecoun rysideencoun ers hecharac erisicsof
grassroo sgovernance,forming he curren dilemma of grassroo s governance.The
solu ion o he curren dilemma of grassroo s governance is o re-unders and he
