1.0 SCOPE 范围
Scaffolding shall only be supplied, installed, altered or dismantled directly or indirectly on the CSPC-NANHAI Project in accordance with this Procedure, BS 5973 and BS 1139. If any incompatibility exists between the requirement of this Procedure, BS 5973 and BS 1139, the higher standard shall be followed.
脚手架直接或间接的提供，安装，改变，或拆除只能和CSPC南海石化项目的程序,BS5973,BS1139 一致.如在BS5973.和BS1139要求的两程序之间存在任何不相容，须遵循更高的标准.
2.0 PURPOSE 目的
To set standards to which scaffolds will be erected, altered and dismantled using sound materials and to set further standards for their safe use and inspection at specific periods.
建立符合标准的脚手架，使用可靠的材料进行安装，改建和拆除.从而在规定的时期内进一步建立对脚手架的安全搭设和检查.
3.0 DEFINITIONS 定义
SCAFFOLDING Scaffolding is defined as a temporary structure which provides access, or from which persons work, or which is used to support materials, plant or equipment. It can be divided into two types:
脚手架是指一种提供人员通道的暂时结构，或支撑材料，设备和器械的装置.它可以分为两类: • Unit formwork, Kwickstage, All Round or other types of purpose made frames or units. 组合模架，所有圆形或其他类型的框架或组架.

4.0 RESPONSIBILITIES 职责
4.1 BSF Senior Construction Manager (SCM)        BSF 高级施工经理
The SCM has the overall responsibility for this procedure and is responsible for supporting it and for ensuring that all entities at the jobsite actively participate. SCM 对本程序负全部的责任.并支持本程序.确保现场所有的人员都积极地响应本程序.
The SCM is responsible for providing the personnel, facilities, and other
resources necessary to effectively implement this procedure. SCM负责提供有

The SCM and the management team will lead by example, modelling the
behaviour expected from all personnel performing work at the jobsite. SCM和

4.2 BSF Health, Safety & Environment (HSE) Manager 安全经理
The BSF HSE Manager, in conjunction with the SCM, is responsible for

The BSF HSE manager will:
•Function as an adjudicator on any issues from the implementation of this procedure是执行本程序过程中对任何问题的裁决者.
•Audit Contractors to ensure the requirements of this procedure are implemented and will provide feedback on performance to BSF and Contractor Management. 审核并

The Contractor Construction Manager has the responsibility for compliance
with this procedure and shall provide the personnel, facilities, and other
resources necessary to effectively implement, administer and enforce this
procedure.
