Power tariff management to be normalized
The National Development &Reform Commission (NDRC),State Elctricity Regulatory Commission (SERC)and National Energy Administration (NEA)jointly issued the “Notice on Normalizing the Management in Electric Energy Trading Price ”(referred as “Notice ”below),in which power tariff behaviors relating to trading price between power generating enterprise and power grid enterprise,cross provincial electricity exchanging price and trading price between power grid and end users,etc.have been comprehensively normalized,so as to maintain the normal market trading order and promote the power resources optimized disposition.The “Notice ”clari es that for those power generating units between commercia l operation phase and trial operation phase,the power price to griassertively
d for hydropower shall execute 50%of local reference price to grid for coal-fired thermal units with desulfurization facilities,while thermal power and nuclear power shall execute pursuant to 80%.The renewable e ne rgy power units except hydropower units shall execute the price to grid approved by the price competent department since the date when connected into grid.After putting into commercial operation,all units shall execute the price to grid compiled by the governmental pricing competent authority.The “Notice ”stipulates that for coal-fired power units installed with desulfurization facilities and on-lin e monitoring e quipment,which have be en in norma l operation,but not yet timely approve d by the environmental department,the provincial pricing competent department shall consult with environment department and notify power grid enterprise,to execute desulfurization supplementary charged price within 30working days since the submission of the acceptance application to the environment department.In case unqualified in acceptance,the executed desulfurization
supplementary charges shall be deducted accordingly.As for electric energy trading across provinces or regions,the price already determined by the state shall be strictly enforced.Otherwise,it shall be determined through negotiation between the sending and receiving parties with the reference to the averaged price to grid in sending end grid and the averaged purchase price in receiving end grid.The
transmission price for sending provincial (regional,municipal)power grid enterprise shall not be more than 0.03Yuan/kWh in principle.The power price to grid for power generating enterprises shall not be dropped in purpose of mutually carrying out false trading without physical electric energy flow or power transmission relay in an identical time spot among power grid enterprises.The trading information shall be timely released to all interest-related parties.
The “Notice ”emphasizes that for power grid enterprises the retail price to power consumers shall strictly execute the standard power tariff issued by NDRC.Governments and power grid enterprises on each level are not authorized to self-assertively increase or decrease power retail price and are also prohibited from practicing a favorable tariff to large consumers on behalf of direct trading.The “N otice ”demands all enterpr ise s having captive power plants to pay all governmental funds and surcharges,including the Three Gorges Construction fund,agricultural power grid debt service fund,urban public utility supplementary fee s,renewable energy power tariff surcharges,water reservoir post immigration assistance fund,etc.Local power grid enterprises shall be responsible for levying and submitting those funds to the treasury.Those enterprises owning captive power plants and being connected into the public power grid shall pay system reserve fees to power grid companies.
National power market trading grows rapidly
The statistics from January to Aug ust 2009fro m the State Grid Power Trading Center shows,the state power market trading electricity in these 8months kept a rapid growth and the accumulated trading electricity reached 192.476TWh,15.07%higher than the same period of last year.
As reported,from January to August,the national power market g eneration right trading reached 82.224TWh,or 111.81%higher than the same period of last year.Thus,7010.5thousand tons of coal equivalent were saved,and 222.3thousand tons of SO 2and 18.227million tons of CO 2emission were reduced,respectively.
S ff f x demonstrative project early this year,electricity trading through ultra-high power transmission amounted to 5.858TWh,in which 3.314TWh transmitted from North China to central China power grid and 2.544TWh transmitted from central China to north China power grid.
In addition,bulk coal-fired power electricity trading amounted to 64.012TWh,or 6.21%higher;bulk hydropower traded electricity amounted to 66.516TWh,or 13.27%higher;bulk nuclear power traded electricity amounted to 22.195TWh,or 3.66%higher;other power transmission trading electricity amounted to 33.895TWh,6%f y 1
