Job Description
Compassion for Migrant Children (CMC) is a nonprofit organization based i n China which is dedicated to improving the lives of children of migrant workers by engaging them in social and educational programs.
The primary responsibility of the Volunteer Program Senior Officer is to develop and maintain a healthy and effective HR and volunteer management system across the organization and to liaise with program staff to ensure the effective recruitment, orientation, and coordination of volunteers and staff within the organization environment. Great communication and people skills are required for this position. Applicant must possess the ability to lead and inspire others, be able to delegate authority, survive ambiguity, and be innovative and creative.
Responsibilities
1 – HR ADMINISTRATION
∙Assumes the lead responsibility for HR functions at CMC, under the direct supervision of the Director of Operations, who leads at the macro level
∙Works to ensure a healthy culture and morale among the staff, dealing with issues that staff might have
∙Serves to address staff conflict and mediates between staff and/or between staff and the organization
∙Recognizes staff through birthdays, celebrations, etc
∙Maintains updated records of staff (staff directory, emergency records, etc), except for confidential records
∙Supports recruitment process by posting job descriptions and contacting potential recruits to arrange interview times; helps interview at stage one
∙Maintains the annual HR schedule and reminds the Director of Operations of deadlines;
liaises with staff to ensure availability
∙Arranges schedule of the staff training and development activities and maintaining records of such activities (training decided together with leadership team)
∙Conducts periodic audits of staff records
∙Coordinates the logistics of staff retreats
∙Note: this role does not have access to sensitive staff files
2- PLANNING & MANAGEMENT
∙Develops and implements goals and objectives for the volunteer program which reflect the mission of the organization
∙Develops a budget for the volunteer program activities
∙Conducts ongoing evaluation of the programs and services delivered by volunteers and implement improvements as necessary
3 – ORGANIZING
∙Develops, administers, and reviews policies and procedures which guide the volunteer programs and services, and reflects the overall values of the organization ∙Develops and administers forms and records to document the volunteer activities
∙Liaises with program staff to identify volunteer assignments and job descriptions
4 – RECRUITMENT
∙Promotes the volunteer program to gain community support of the volunteer program and the organization
∙Develops and implements effective strategies to recruit the right volunteers with the right skills
∙Builds partnerships and maintains the relationships with volunteer associations and civil groups on volunteer recruitment
∙Promotes CMC volunteer opportunities throughout various real and online communities;
serves as an organization liaison with community groups
∙Provides content and manages volunteer webpage of the CMC website as well as managing the CMC volunteer forum
∙Develops and implements an intake and interview protocol for potential volunteers to ensure the best match between the skills, qualification, and interests of the volunteers and
the needs of the organization
∙Implements a screening process for potential volunteers according to accepted screening standards and practices
∙Recruits and places needed volunteers to programs of internal and external CMC activities ∙Responds to new volunteer inquiries in a timely manner
5 – ORIENTATION
∙Orients volunteers to increase their understanding of the organization, its beneficiaries, its services and the role and responsibilities of volunteers
∙Develops and organizes orientations and trainings for volunteers with program staff
∙Develops evaluation instruments for orientations and trainings
6 – MANAGEMENT AND MONITORING
∙Provides support and instruction for program staff on volunteer recruitment and management; trains staff to work effectively and cooperatively with volunteers ∙Keeps accurate and up-to-date information of volunteer activity and volunteer information;
∙Develops volunteer monitoring & evaluation (M&E) system with tools and forms; supervises this system being carried out in programs; evaluates the quantitative and qualitative
outcomes and benefits of volunteer involvement
∙Assists with conflict resolution among beneficiaries, staff and volunteers according to established procedures
∙Plans and implements formal and informal volunteer recognition activities to recognize the contribution of volunteers to the organization
∙Evaluates the risks associated with each volunteer position and takes appropriate action to control the risks associated with the program
∙Ensures that volunteers work in a safe, healthy, and supportive environment in accordance with all appropriate legislation and regulations
∙Devises and maintains the CMC Volunteer Program Manual (policies, forms, best practices, job descriptions, volunteer handbook, etc)
∙Prepares quarterly and annual report on the contribution of the volunteer program to the organization
∙Administers and monitors expenditures for the volunteer program against the approved budget
∙Provides recommendations for volunteers
∙Organizes social activities for volunteers
∙Provides informal and formal trainings on volunteer recruitment and management for CMC staff or other NGOs
∙Equips self by seeking out training and consulting with other professionals
∙Plans CMC Annual Volunteers Day
∙Collaborates with the Communications & Fundraising Manager to publicize role and achievements of volunteers
7 – INTERNS SYSTEM MANAGEMENT
∙Supervises interns system and ensures the development of an effective system of ongoing recruitment and cultivation of interns for organization-wide support
∙Produces periodic reports on activities and financial in-kind value of interns
∙Supports interns and monitors their progress and growth
Essential Requirements
∙Minimum 3 years experience in volunteer management or HR management, recruiting experience is a plus
∙Excellent written and verbal Mandarin and English communicati on skills
∙Ability to work easily and effectively with a wide range of people, practicing leadership, motivation, team building and conflict resolution
∙Excellent attention to detail, accuracy and quality
∙Able at project management, team supervision and systems of accountability; able to manage multiple projects and responsibilities at once; ability to meet deadline ∙Ability to perform under stress and thrive in a fast-paced, intense work environment
∙Passion and interest in social justice and/or social change work
∙Good judgment and evaluation sense of people
Desirable Requirements
∙Experience in HR management within a nonprofit environment
