本规定用词说明
本规定条文中要求执行严格程度不同的用词,说明如下:
1表示很严格,非这样做不可的用词
正面词采用"必须,;反面词采用"严禁".
2表示严格,在正常情况下均应这样做的用词
正面词采用"应";反面词采用"不应"或"不得".
3表示允许稍有选择,在条件许可时首先应这样做的用词
正面词采用"宜,;反面词采用"不宜"或"不得".
表示稍有选择,在一定条件下可以这样做的,采用"可".represent的用法

1  To be strict with, and have to do something
We use MUST for affirmative and MUST NOT for negative. 必须 严禁
2  To be strict with, we should do this under normal circumstances.
We use should for SHOULD affirmative and SHOULD NOT for negative. 应 不应 
3  Small range of choice, when the condition exists we should do this firstly.
We use MAY for affirmative and MAY NOT for negative. 宜  不宜
Small range of choice, we could do this under certain condition. We use COULD 可

For words in requirement of this code for the extent of operation, see explanation shown as follows:
1 Words represent extremely tight requirement and no chance for otherwise would be:  “Must” for positive meaning while “strictly prohibit” for negative meaning. 必须 严禁
2 Words represent tight requirement and is to be followed under normal situation would be:
“Should” for positive meaning while “should not” or “must not” for negative meaning. 应 不应 不得
3 Words presents requirement that slight deviation allowed and is to be followed first place upon achievement of relevant conditions would be:
“Would” for positive meaning while “would not” for negative meaning. 宜 不宜
