摘要：A session establishing device includes a storage that stores therein
establishment-finished information and under-establishment information in a manner
associated with each other with respect to each session used by a terminal unit; an information determining unit that, when having received a session start request from a terminal unit, determines whether under-establishment information corresponding to the session indicates not in the process of establishment when there is a not-yet-established session; an assignment control unit that, when the under-establishment information corresponding to the session indicates not in the process of establishment, assigns the session to the terminal unit which issued the session start request; and an information registering unit that, when the session has been assigned to the terminal unit, registers session identifying information and terminal identifying information in a manner associated with the session and changes content of the under-establishment information corresponding to the session to in the process of establishment.
