实施单位简介 | 中国中小企业发展促进中心(原中国中小企业对外合作协调中心,英文名称China Center for Business Cooperation and Coordination,简称CCBCC),是工业和信息化部直属事业单位。中心的主要工作是调查研究国内外中小企业发展情况,向政府职能部门提出建议; 组织实施双边、多边政府间涉及中小企业发展的合作项目; 组织实施国际组织、地区性组织与中国中小企业有关的活动; 针对中国中小企业发展现状,组织开展国际商务交流、人力资源开发、咨询、信息等服务; 编辑、出版《中国中小企业》杂志和 《中国中小企业发展年鉴》; 负责中国中小企业国际合作协会的日常管理工作;负责APEC中小企业服务联盟秘书处工作;完成政府交办的其他任务。 中心于2003年起实施商务部援外人力资源开发项目,迄今为止共承接了来自亚洲、欧洲、非洲、南太和加勒比地区以及东盟、APEC和上海合作组织等机构1600余名官员来华研修,得到了广泛的肯定。中心在承接援外人力资源开发项目方面具有丰富的经验,并形成了一系列完善的工作流程和接待标准。同时,中心利用自身的资源优势和地方经济特点,在做好接待的基础上积极探索,配合项目实施并结合来华官员合作需求在地方举办了一系列活动,通过搭建国际合作平台,来华研修官员不仅对中国地方经济发展有了更深入的认识,同时也宣传了本国的投资环境及政策,增进了双方的了解,促成了一系列经贸合作。 中心作为国家级中小企业服务机构,多次实施“中小企业发展”研修班,迄今中心已培训中小企业管理官员近350人,对促进受援国中小企业发展起到了积极的作用,同时也帮助中国中小企业“走出去”,开展国际交流与合作。从几次培训的反馈看,受训国学员均能从中受到启发和借鉴。同时中心在培训和交流之余安排了解中国的文化和社会,有益于加深发展中国家间外交、经贸和其它领域的交流,促进合作。 | |||

About the organizer | China Center for Business Cooperation and Coordination (CCBCC), one of institutions directly under the Ministry of Industry and Information has major functions as follows: Investigation and study SME development situation at home and abroad and form policy suggestions; Organizing bilateral and multilateral SME cooperative programs; Organizing for international/regional organizations activities relevant with China SMEs; Facilitating international business exchange, providing SMEs with services on human resource development, consultancy, information and etc; Editing and publishing China SME periodical and China SME Development Yearbook; Administrative work of Secretariat of China International Cooperation Association of Small and Medium Enterprises (CICASME); Administrative work of Secretariat of APEC SME Service Alliance (APEC SMESA); Other tasks assigned by the central government. From the year 2003, under the program of foreign aid of Ministry of Commerce, we have more than 1600 foreign officials from Asia, Europe, Africa, South Pacific and Caribbean areas together with ASEAN, APEC and Shanghai Cooperation Organization, thus accumulating rich experiences and forming a series of working process and reception standards. Meanwhile, capitalizing on our own resource advantage and local economic features, we explored and held a series of activities to meet the needs of economic cooperation of foreign officials. Based on the international cooperation platforms, the participants not only better understood the economic development of the local places in China, but also introduced their own investment environment and policies, which improved the mutual understandings and brought on a series of economic and trade cooperation. As a national level agency specialized in providing services for SMEs, CCBCC has successfully operated a series of seminars relating to SME issues with up to 302 senior officials as participants, playing an active role in promoting SMEs development in participant countries. What’s more, guided by the "go global" strategy, numerous domestic SMEs have established sound relationship with foreign counterparts through our seminars. Feedbacks from former participants have fully demonstrated they’ve brought both inspiration and reference back home through the seminars. In addition to the training and communication sessions, we also have social and cultural tour on the agenda, proved to be an effective way in strengthening diplomatic relations, deepening view exchange in social, economic and other fields, further elaborating extensive cooperation among various countries. | ||||||
Training Course Content | SMEs play a decisive role in Chinese market, serving as a great engine to the development of national economy, employment, technological innovation, economic restructure and further opening up to the outside world as well. While other developing countries are also gradually more aware of the power and dynamic showed by their SMEs, who are still in great need of guidance and favorable policy environment from the government. As a representative of developing countries, China would like to share its experience formed up during SMEs development with others. Owing to the current financial crisis, SMEs in China are suffering a rather difficult time, evidenced by the shrinking profits, extensive deficit and reduction of output; some of them even go bankrupt finally. SMEs in other countries are also experiencing the similar situations. We’re convinced that the measures and policies adapted to the current situation carried out by Chinese government to maintain SMEs sustainable development could give a major push to the establishment and improvement of SMEs development system and also make contributions to the regional economic development at large.
